I'm a big MTG nerd so I'll answer any questions you have about the game, though I don't believe you need to understand the game to still enjoy this manga.
The card in the center of the panel is Torch Song. It not a relevant card in the meta at all and doesn't seem to have any thematic meaning to the current situation either, so I don't know why it's getting focused on like this. The two cards it's flanked by, Morphling and Serra's Sanctum, however were pretty relevant. Morphling isn't very relevant these days due to combat damage no longer using the stack, but Serra's Sanctum is still very desirable for any enchantment focused deck in formats where it's legal.
i can imagine it only gets up to 11/10 if you know the references or better even played during that time but surely no one who played magic in the 90s would be on Any Forums reading this manga...
I only started playing in 2002 myself, but this period was recent enough that a lot of the people I played with at that time were around for it and I also read lots of articles about the history of the game so I'm familiar with everything going on in the manga.
