I don't even know if japanese characters fall eventually in public domain, but Miku license is basically only free for non-commercial usage plus some restrictions, so in snek case she needed authorization from crypton and someone is definitely paying for it (either snek or the hokkaido prefecture).
Probably saki fujita + in-house proprietary voice converter, but crypton doesn't really seem to reveal how they do their characters voices (including for the games)
