It seems like Toriyama is taking this arc to fix DBZ's world-building problems. Think about it, Freeza was presented as the emperor of the universe in Z, but we never really saw how the universe functioned outside of the Freeza force. After Freeza's death, power levels skyrocketed to the point where aliens in space could no longer challenge the heroes unless they were ancient evils (ie. Moro, Buu), an isolated prodigy in the middle of nowhere (Broly) or come from another universe entirely where lore is different. Notice how every alien that has been introduced from the Namek arc onwards still follows Namek arc powerlevels - Tagoma and Shisami were compared to Zarbon and Dodoria, Jaco was compared to the Saiyans, Vegeta said Trunks could defeat the Saganbo gang all by himself and they only got that strong because of Moro's magic, Paragus had a power level in the 4000s, so on.
This arc instead functions as a soft reboot of sorts. Freeza is back as emperor of the universe, but now with a much, much higher power level in the God tiers, which gives some credibility to the idea that random aliens in the universe under his rule could get somewhere near as well. The lore is developed as well, as after Freeza's death we saw that competing factions (Goichi's army, Elec's gang) took different spots in the universe competing for power, meanwhile, bounty hunters (Granolah, Soshiru) came to be as the universe in chaos was now being taken advantage of by bandits (Saganbo gang) which the galactic patrol struggled to take down. At the same time, not only is it believable that the power scale of the universe has widened because Freeza got much stronger himself, but it's also believable because we can expect the universe to have moved on from Namek's power levels already just like Goku and the others have.
DBZ needs more gods, more powerful gods, more universes, more time travel and alternate dimensions, it's the only thing that will make it less convoluted

First the z fighters are going to dethrone the gods. the manga is not canon.
Every single character that has ever appeared in every piece of Dragon Ball media each takes a fat shit on a plate and serves it to Goku. He tastes every one and rates the taste. Then at the end, Goku looks at the camera and says "But enough about these browns, here's to the best browns of all". The screen would then turn into a mirror and show the audiences' reflection. Then, while they're cheering and touched, Goku would emerge from the film and slaughter all the moviegoers in attendence. I estimate this would cull around 40% of the entire spic population. A worthy first step.
Introduce the next villain as a human who directly hates the Gods and was spurred on by Zamasu's actions. Have him be a villain that through scientific endeavour, reverse-engineered the dragon balls and managed to create his own "synthetic" dragon balls that are grey in colour as opposed to the regular orange. Then I would have these dragon balls be weaker than shenron in their wish-granting ability but the advantage of them will be that they have a significantly lower cool down period than the regular dragon balls (a wish can be made every 7 days instead of a year). This forces the villain to be far more cleverer in what he wishes for. For example, instead of wishing to be stronger (because his dragon won't be able to help much in that regard), have him wish for his human body to experience extreme zenkai boosts. Have him wish for healing and regenerative abilities. Have him learn the instant transmission, kaioken, etc. Have him ho to zuno to learn as much as about the Gods and their techniques. Then it's just a matter of this villain getting into as much fights as possible until he has become strong enough to challenge even the gods of destruction. Then it is up to the three full-blooded saiyans, Goku, Broly and Vegeta to fuse together and combine their most powerful forms to take the villain down.
Goku has ultra instinct. Vegeta gets a GoD form (that ISN'T Ultra ego because it's shit) that allows him to use Hakai. And Broly gets a SS4 form except the fur only exists on this forearms to resemble that of a silverback gorilla as an homage to the great ape. Just as UI allows Goku to move automatically and Bejita has destructive capabilities, Broly's new SS4 form will allow him to get continuously stronger, faster and more powerful the longer he stays in that form. He is also immune to hakai because his SS4 (read oozaru) "energy" originates from an Elder "monkey" God who created the saiyans and existed alongside the dragon God and the creator of the super dragon balls, Zalama. However this is foreshadowing for another fanfic arc I have been brainstorming.
