The dragon is a tool. You can build a gun, and your ability to make guns will allow you to male a really good one that can fire automatically, faster etc.
That does not mean you can chuck bullets with your hands at the same speed. Different types of ability.

Instead of wishing or power level related wishes, why did they never try to think of workarounds? For example, knowing that Vegeta and Nappa couldn't be wished dead before arriving on Earth, why not wish for their spaceships to malfunction and let the void of space do the rest?

His power is to make a tool that then grants wishes, that's it. When they say kami can't grant some wishes, the ability in creating the tool, PL, etc. is measured as part of his power but that's it.
