The head writer Takeshi Shudo wanted to make it more grim dark.There are actual Pokemon novels of him where Pallet Town is a slum, the reason why most jobs were occupied by women like Officer Jenny was because many men there left school to become pokemon trainers but they failed, Team Rocket is an organization made out of failed trainers, gym leaders bribe some trainers so that they won't loose three times in a row or else they loose their license and other such stuff. Gary's harem/cheerleaders were also his bodyguards paid by his uncle the mayor of Pallet town in the novel. He also wrote the script for the first Pokemon movie which explains why it was darker. He also originally wanted the third Pokemon movie to be about the living skeleton of a Tyrannosaurus Rex that runs amok. He also planned for the Pokemon anime to end up like the Peta parody games of Pokemon with a Pokemon rebellion lead by Pikachu and Meowth. The stuff had to tone down his stuff.
