I'd do a lore-based series that does 12 episode chunks of respective groups of characters. So just for example the first season follows the Charmers then after that arc ends a Charmers-related booster gets released. The next season is following a Skull Servant as he tries to become King of the Skull Servants then at the end of that arc we get Skull Servant related cards.
Given 12 episodes is 3 months of time, it seems pretty reasonable to drop a set every three months with a small number of cards from the show.

The winner is allowed to make one card of there choice for the game and he wants to make a card out of his dying little brother as a kind of farewell gift.
