Meruem can't destroy Potclean but Potclean is a weird exception in this case since he's an helper and just shows you the current debt, it shouldn't even be considered real or a real ability, so that's how it's indestructible.
Every other Nen ability in the show requires conditions to activate or to make it stronger. For example Halkenburg's attack is uncounterable because he basically has Meruem-Nen levels to his disposal, Benjamin's guard tries to stop it but just bypasses it. In terms of raw power they say the attack would basically be the equivalent of a 5 meters radius fireball flying at sound speed.
So in short Cammy could maybe resurrect but by draining only a part of Meruem's nen or Meruem could straight up murder the cat maybe.

Indestructibility is not a generic nen construct trait, it's a special trait for APR the same way Cheetu made his hourglass indestructible. The cat is effectively a powerful attack, and if that attack kills the opponent Cammy can be revived with the power. It's not a given that it actually kills the target. Meruem would be too fast and too powerful for it. And it's not a matter of just draining some nen, it's a life for a life.
Now on the boat it's effectively an instant kill because of the power of the targets. Nothing aside from boosted team Halkenburg members seem able to confront the cat directly. Even then there's time shenanigans, pocket dimensions, alternate kill methods, etc. to consider when working around the cat.
