I guess they didn’t bother but from what I know it wasn’t unknown to the early American anime fandom, in fact the movie was given an English dub but it wasn’t exactly good. A Blu ray/DVD release was eventually brought over. I believe that if it was brought over during the 90s and early 2000s it would’ve been certainly popular, not nearly as much as sailor moon or dragon ball but something more to the level of slayers or outlaw star and rayearth. Regardless it was already a favorite even though it wasn’t localized in its heyday
