Why is Urushi's voice actress a newbie? It's not a bad thing, but it does make you wonder why the staff made that decision.

The manga doesn't sell that great. So either it's a budget anime with top tier VAs, or passable anime with newbies. Nowadays time to time I see top tier VAs rather put to minor roles while the newbie gets the MC and FMC role. Some diversity is welcomed. I better not see Amamiya and Ayane when Amagami gets adapted.

Same reason any other production uses a newbie seiyuu; it's cheaper than a veteran.

That whole thing was pretty weird. Her VA got changed like 4 times already. The earliest PV was voiced by Konomi Kohara.

It's not uncommon for anime to change VAs from manga PVs and drama CDs. If anything, it's a surprise if manga PV and/or drama CD casts are kept for the anime.
