I suspect some of the policies (described at later volumes) actually come from Ainz too. F.e. prisoners from Empire being sent to SK, where they disappear. But if prisoner is not guilty actually, SK sents that prisoner back with explanation of his innocence. Which is very Ainz thing: read memory and send back. Don't think any of denizens is that considerate
