There are no permanent set of Grands well at least not for every other class except Assassin, you get fired for doing your job or not as a Grand so the next person who might have a more useful ability for a specific situation takes over.

It's not temporary. If you qualify, you are called a Grand Candidate, even if you are not currently occupying the Grand Ether Vessel. So you are still called a Crown-rank candidate Servant, but you're not summoned yet as a servant of the Crown-rank.
And Nasu never said it's "any" top hero, either. He said you had to reach the top of your class by reaching high standards in power and legend. This can mean either the first 3 qualify, or the first 15, and it's impossible to say which. So you can't willy nilly claim your favorite is a candidate just because he's described as an A-class hero or something of that nature. Grand Candidates tend to stand out even among top servants of their class. Like how Solomon and Merlin are nearly absolutely incomparable to any other known caster that you would think would be top of their class, like Medea or something.

Aside from Grand Assassin, there are multiple candidates for each class. Grand Servants are summoned to counter specific Beasts. There are multiple candidates for each Beast as well. Depending on the Beast, the summoned Grand may be different. The reason Noah was Grand Rider in FGO Arcade was because he specifically counters the Beast of Sodom.

It's pretty obvious if you notice that the inspiration is drawn from occultism, which draws from hebrew magick. The concept of god there is identical, the author practically took it and renamed as "the root" and called occultists "magi".

Caster was Solomon specifically because Beast I was Goetia. Solomon is Goetia's counter, so the entire purpose of Solomon's summoning was to deal with Goetia. Grands aren't just chosen for no reason, there's a pragmatic purpose for why they're chosen. They're almost always chosen SPECIFICALLY to counter a particular Beast. Except Romulus. He was chosen because they hacked the Grand Summoning ritual in order to counter Zeus. Out of all Grand candidates, Romulus was deemed the most suitable counter to Zeus.

Also, generally, Grands aren't actually supposed to 1v1 Beasts. If you notice, most Grands tend to be ill-equipped to deal with the Beasts they're summoned to counter. The original purpose behind the Grand Servant system was to have seven of them 7v1 a single Beast, but due to the Incineration of Humanity/Bleaching of the Planet, the world doesn't actually have enough juice to summon a bunch of Grands at once. That's why the Grands have to collaborate with Chaldea and also must sacrifice their Grand titles in order to pull off their biggest feats.

If there's an enemy that he specifically counters, then sure, he could be summoned as a Grand. I'd argue that he has enough standing. Still, I can't really imagine a situation where Samson is a better fit than Heracles. Heracles is a more ancient hero than Samson and has greater feats and fame. In FGO, Heracles is considered to be one of the greatest heroes ever, Top 5 easily. #1 as far as raw fame goes.
