One of the things I liked was it was revealed that it wasn't because of his wish that they were together. Her job was to watch over humans and look for candidates for the wish, but she just keeps watching him. Ultimately, Bell was attracted to him long before their first meeting.
In the end, it's revealed that they were using magic to keep him from fucking Bell because Humans and Angels cannot do that (They have backstory in the manga on why that can go VERY bad). Any Forums like to lose its shit about this.
But in the end, Bell changes somehow. They don't go into detail, but to Keitchii she looks more sensual. Goddess aren't what you see, it's just how you perceive something that is insanely powerful and way above humanity.
