Is there any adventurer guild where they have two sets of ranks, one "power-rank" and a "request-rank", the former of which is purely for personal firepower, while the latter is for intelligence and credibility and each request has a certain estimated requirement for either type of rank?
Like resolving a dispute among two nobles might need a high request-rank but relatively low power-rank, while "Slay the local dragon in its far-away isolated cave" would need high power-rank but low request-rank. And then there'd be the ones that need a high-rank for both, such as "arrest or eliminate a high-level criminal hiding in the Royal Capital, details only upon receiving the quest" because it needs care not to endanger the townspeople through an unga-bunga approach.
I could have sworn I remember one isekai like that but I am not entirely sure.

That's outside adventurer guild jurisdiction 100% of the time, even (or rather, especially) if you mean hiring adventurers to fight against the other noble.
