Because Evangelion fans are some of the dumbest people out there, and they're extremely vocal. Evangelion is basically a generic monster-of-the-week action show, but it's got unintentional bizarre mistakes and pacing issues, so people think it's amazing for some reason. It's embarrassing. End of Evangelion is literally a capeshit film. The sad part is that Evangelion is still the most entertaining thing he made anyway.

I have same questions regarding Oshii. Guy is too self-centred, he butchers source material to jam some of that philosophical crap. Dallos was tolerable until they started talking. GitS was stylish, but the characters seem to get a broom up their butts, instead of acting like their manga prototypes
His storyboarding is a lot better than anyone else on the list save Oshii (who still isn't as good, but does use sound better) Tomino is just an utter master of cinematic depth and efficient use of space to make his scenes immersive, to a degree that only Takahata can compete with. He always innovated on doing more and more cool and unique techniques with cut ins, has some great use of color to add in, while maintaining a realist and objective orientation to his work. And Tomino managed to do exemplary work on not just a brutal TV schedule, but while essentially doing a 250 episode show given how short the breaks between every show from Xabungle to ZZ were. He has an incredible output of high quality work, and probably at this point has produced the highest quantity of storyboards for the industry, especially since he was on every 3rd show in the 70s as a storyboarder.
Anno is really good, but his work can come off as kind of stilted and staid, and he collapsed all three times he tried to keep a single TV show running - he has talent, but lacks grit. Oshii was amazing, but peaked at Pat 2, where Tomino still had great works to be made. Otomo is more so a mangaka, and Miyazaki while being an amazing animator with the best animators working under him doesn't really do much special as a director.
