The viewer's pov Is on hidden villages which are war assets to each nation but not every settlement is a ninja village. Even in those not everyone is a ninja although you'd probably be safer elsewhere if you aren't. Or maybe not, you'd have your entire nation's army defending you from outside threats but you get the point

The chances for you to get haki on your own in pleb unthreatening seas is minimal and for the same reason you couldn't count on people to teach it to you, most of them are where it counts. You could ship to more interesting places to make the environment or hypotetical teachers train you but this means there's no way around it, you'd have to risk your life

The thing about Naruto is that even with powers you have to do fucked up ninja shit. Ya know, there isn't a chunin exam in One Piece. You could luck out way in One Piece and not even have a tragic backstory. A little bit of struggle probably.
