I would pu Doffy on the same level as Pain, the perfect mid boss that feels like he should have been the final boss because of how influential and present he was through the story. Obito, along with Madara were the perfect combo to encapsulate the need to overcome the ways of the ninja world. Obito was ment to show that the things he experienced during his 30 years of life was what made him choose the plan of the moon but the way it was presented on the series made it seem like he was doing it only for Rin and Kakashi.
I don't know anyhting about the villains from Bleach and JJK because I've only seen the first season of each series.
