The studios in both countries got a lot of training from all the outsourcing the nips throw on them, so they've improved significantly the last decade and a half or so.
The chinks in particular have improved enough to do it all if they so chose, and they are now. Their studios already do a large amount of the work for the nips anyways, so they just need to keep putting out their own works from there.

Ah yes, ""improved"". I sure recall when Overlord S3 late episode's animation got outsourced to gooks. I also remember when entire episodes of Kumo Desu Ga were outsourced to the chinks, yet the fucked up so badly that the nip animation team was forced to suddenly make several episodes that they had planned to be outsourced in-house instead.
So those that got outsourced got fucked up badly.
That said, chinks are actually quite good at "final fantasy PS2/PS3-era pre-rendered cutscene"-like CGI animation and if they try, they really can deliver on hand-to-hand combat scenes.
So in short, those who animated their own stuff themselves can actually produce something decent if they try, but not the outsourced ones who are probably solely focused on the business side, hence suck at the production side.

Yet you ignore the better examples like with JoJos since it doesn't fit your argument. And most anime studios outsource, but you don't notice most of the time that a lot that you're watching is indeed outsourced.
The worst examples often are rushed for deadlines where they have to fly once a day charter planes with the masters to Japan, since the nips to this day refuse to use digital solutions for retarded reasons. This was particularly bad during the lockdowns, but have been a major problem before and after them too.
Nips need to improve their workflow significantly, as even in the animator slaves in Japan hate how shit works there. The chinks and gooks are watching too and scalping talent where they can as Tomino himself pointed out, so Japan needs to step up or possibly get left behind in the animation space as the century goes on.
