Shiggi, AfO, Dabi and Toga are the last villains with the actual presence fullfill their roles and Mr. Crisp got already taken out.

Ever since Liberation Front arc the series was in the constant rush to finish, with ever rising stakes and ever increasing drama that destroyed it's basic premise.
