Death Battle concluded it would be Dio. Personally I think Alucard would win, if he went all out.

I remember watching that and thinking it's retarded to be like "yeah the vampire killing guns don't work because it's not hamon and only hamon kills jojo vampires", like think nigga, they didn't have the guns in jojo so of course it wasn't explicitly stated that it would kill dio. Any mcguffin besides hamon could reasonably be expected to affect dio, just because it wasn't the vampire killing affect of choice for the show doesn't mean it breaks internal logic for it to work. That said, time stop is still probably strong enough to win.

How the hell do you beat a vampire who regenerates from scratch and is immune to light? The time stop would only lengthen Dio's impending defeat.

Wouldn't it be a continuous free meal for Dio since he can just timestop and consume Alucard everytime he regenerates

DIO was fast enough to flick a shard of emerald splash and cause a ricochet that deflected all the other projectiles so I'd think it's safe to say the bullets would need to be as fast as Star Platinum to actually have a chance of hitting him

Alucard easily, Dio would get stomped by Stroheim's UV cannons since time stop clearly can't mitigate the flow of light

Death Battle was right in concluding that Dio had overwhelming firepower in comparison, but unfortunately they based the entire fight and the winner on this. They kind of forgot that sunlight is still a huge weakness for him, allowing Alucard (who has way more resilience) to get in to a favorable position and possibly edge out a win. This is not even considering Alucard with Schrodinger's power, in which case there is literally nothing Dio could do to him.

All of Death Battle’s conclusions are retarded. Alucard would simply outlast Dio by not releasing all of his zombies. Dio has great power, but not enough to kill Alucard millions of times over.

How would Kars fair against these two

He lost to a literal dumbass and his funny robot friend, he'd get shitluck'd here too

This would be a battle where the most intelligent and clear in this respect would win Alucard. He’d come up with a plan to kill Dio and catch Dio off guard like he did with Walter. Remember that because of Walter’s strings, Alucard could not even touch him until he was able to find the opening in a battle of attrition.

Dio is probably Luke Valentine tier. He'd get annihilated by Alucard.

Release 0 Alucard vs Dio could go either way, Alucard could overwhelm him with numbers, or Dio could do a better job than Anderson and focus Dracula while all the other souls are out of the castle.
I think Alucard would have a better chance in release 1, where he can still use some familiars and still have the tankiness of the billion souls. Dio would still dodge the bullets and generally be much faster, killing alucard over and over until alucard eventually figures out an opening to catch him and go for his heart.
Schroedinger Alucard would obviously be unkillable, but we don't know if losing all his souls damaged his power as well, that could end in a stalemate.

Could Alucard beat perfect Kars though?
