Honestly just high end photoshopped cosplayers. If you saw this walking down the street you'd obviously think "she's not a real human right now, she's just pretending to be something and that is obviously a pretend getup"
But what if this was commonplace and she was unironically dressed like this every day and her body had an incredible upkeep to always appear with such pretty hair/skin/eyes? That's what an anime would be, in a world where everyone just really, really cares and presents themselves beautifully every day, and on bad days they're still pretty because they still have the great clothes and skin, but maybe didn't brush their already gorgeously dyed and permanently stylized hair and maybe didn't put on enough eye liner.
