Road to 2002 looks significantly better than the original. Can't remember well enough to compare it to Shin or J. 2018 was mediocre
Captain Tsubasa was always ugly. But the real answer is that the switch to digital took some getting used to.
It was cute.
It's a lot of things. Anime started to shift to digital production and studios hadn't learned how to use the new tools yet, and everything was still done in low resolution. It was also the height of the Japanese recession, so people didn't have as much money to spend on entertainment, leading to studios not having the money to fund it. Most shows at the time look really cheap and amateur because they WERE cheap and essentially being made by amateurs.
