Pojita tells you at the end what she really wanted was the same thing he did i.e. to have someone actually love her instead of just being dominated by her.

It's the exact opposite. She wants less wars, but to put the world to the brink of war perpetually. Because the more people fear war, the more powerful she becomes, thus if war is the normal state of the world, people will become accustomate to it and fear it less. But a Cold War situation where the fear of a nuclear armageddon constantly haunts the whole world's mind is the idea state to her. Therefore she needs Nuclear Devil back, along with nuclear weapons, so that countries will stop having big wars but always fear the possibility of a nuclear war.
