CCC Tam bends space and time to her will at the end of the game. Where as everyone else has travel speed feats to get back for the final fight that are insane she just bends the fabric of the universe to her will to instantly return. The whole Tamamo is weak thing is probably a smear campaign led by Twice.

No, she's strong as fuck. Gameplay-wise she's weak during the early game where you don't have much MP and have to reply on physical attacks, but middle and end game she's just nuking things left and right. Lorewise too she's the embodiment of Amaterasu, a divine spirit.

Abigail could too, but she is not a proper servant so I don't think she counts

'Below average' doesn't let you defeat 7 servants and face off against fucking Buddha and win. Any way you slice it, Tamamo has what it takes to go all the way and then some. She's strong.
Even the simple fact that she's a selectable character along with Nero, Nameless, and fucking Gilgamesh puts her on the same stage as any of them. And I wouldn't call Gil 'below average' by any means.
