OP by itself isn't really interesting so Oda keeps adding stuff that he won't fully reveal but he will hint at. That way the story stays interesting because people want to know what really happened or who that black silhouette is. Now that the story has come close to the ending it's time for Oda to reveal all these after all those years of teasing but they always come up short because we expect something way bigger.
