Tsukumo assumes that his plan is to make people optimize cursed energy, but that's because he still has her impression of Getou in mind. Kenny doesn't care what humans or sorcerers do in Japan, what he wants is to somehow create an existence that transcends beyond the currently known limits of cursed energy.
