Is 1080p anime still just upscaled 720p? I'm still downloading in 720p but I haven't looked to see if 1080p is native yet

It's upscaled but not usually 720p. Only Lerche is still consistently producing at 720. Most stuff is at 800 or 810 or 900 or 950 or 968. So you want to download 1080 webrips for weeklies since upscales are better than downscales. This is because you aren't throwing out information and the birate is higher. The latter also applies even when stuff is 720, because every streaming site has dogshit encode settings. You can LARP as anibin with github.com/Infiziert90/getnative.

Seasonal shit I watch at 720p because if the show is good I'm going to get the BD rip when it's available and no point in spending extra time and space on the stream rip.

It will be a sad day when physical media aren't available anymore and we will be at the mercy of bit-starved "4K" streams that look worse than 1080p.

I'm pretty sure the standard is above 720p at this point, like 810p minimum now or whatever. It varies of course. Also I'm pretty sure streaming services get sent video at 1080p and then reencode it for all the different resolutions, and they do a terrible job at it which is how you get abominations like pic related. So 1080p will look the best if you are going after seasonal streaming rips. I've read that in threads here before, but I'm certainly not an expert or in the know, so someone correct me if I'm wrong.

This. For non-archival purposes I don't care if there's some fuzz in the bitrate during action scenes, I'm probably not even going to see it on my TV because I'll be back and forth looking at breakfast/dinner. If I plan to rewatch something then I'll get it higher quality when it's not just web rips. Web rips will always suck under scrutiny.

Probably not looking at some of the aliased 3d animation you can see in low-quality anime, but it still looks objectively crisper if you download the 1080p version.
Whatever algorithm it went through is still much better than the upscaling your video player can pull off.
If the 1.4GB per episode size for seasonal anime is too much for you, I can only pity you for having shit internet, episodes download in less than a minute for me.

I only switched to 1080p because my computer I bought fits 1080p at fullscreen where as 720 doesn't.
My last computer fit 720 at fullscreen and cut off parts of 1080p.
So its really so I don't have to bothers clicking more buttons.
