We could have had a normal season 2...

A normal season 2 would have looked like Long Riders at best. The only time Actas can do good looking anime is with this sort of fucked-up drawn-out production schedule.

It wouldn't be as pretty though

Still, it shouldn't take almost two years to make a 40min movie.

But I must admit it does looks nice.

Actas was never fast. They didn't finish the last few episodes of S1 in time. In the commentary for der Film the team talks about how they almost didn't finish and were pulling overtime up until release (and that's after cutting about 30 min from the script), and now their publisher is sadling them with two OVA series to balance at the same time.
