That's when ecchi bloomed so they were going all out, trying to push the limits. Before the early 00s you had fanservice moments in mainstream anime but not dedicated ecchi anime and after that the censorship hammer stroke. Only recently with things like Redo that have straight up sex scenes I'd say we see some progress. People who go "OMG HIGHSCHOOL DXD IS ALMOST A HENTAI" have obviously no idea what early 00s ecchi were showing and getting away with.
