Him and Pain were very simmilar in that regard.

Pain was such a good final villain thematically speaking, he's the origin of Naruto's beliefs as he was the first to inspire Jiraiya to write his book, he's basically what naruto would've been had his circumstances been different, but instead he was used as a side villain
and then Kishimoto shamelessly tried drawing that parallel again using Obito as some version of naruto that strayed from his path

He wasn't even in Wano, just his goods. Heck, Caesar was the main culprit and Mingo is just the dealer

Dressrosa was part of the whole Wano build-up, taking out Doflamingo was basically a way to show that they were going after Kaido, he was just his lackey from a narrative standpoint and not a villain the story was leading to, unlike for example Crocodile where taking him out and freeing Arabasta was the end goal of the crew before they just resumed their adventure elsewhere unrelated to him

He made him the main villain of a massive arc instead of being another King type jobber with a two page backstory. Be happy with what you got. And yes, Wano and Dressrosa would have been so much better if they had been pre-Marineford.

The Wano saga isnt a thing you retard, its the last arc of the Yonko saga, Dressrosa was the finale of the New World Saga from Return to Sabaody to Dressrosa. So yes, he was the main villain of the entire saga. Kaido and Big Meme were just the next, bigger bosses behind him.

you can word it however you'd like, it doesn't change the fact that Doffy was just a stepping stone plot wise and not an villain the story wanted to stand on his own.
compare him to Crocodile, or CP9 and you'll easily see the difference narrative wise.
it's the main reason why post-TS one piece overall has been disappointing, every single arc feels like a chore to get through so we can see the bigger dudes as if we're playing a boring video game and have to grind the first few levels before it becomes fun.
in comparison pre-TS one piece did not have this continuity between villains, every single one of them was self contained in his own arc and felt like an actual adventure.
