Remember how Crim is on a mercenary adventurer contract? They explain that most people who take on those contracts do so when there are no wars to fight in or monsters to hunt, but as soon as a war breaks out or some new dungeon is unearthed they can take off from their current employment and still come back to the same position later if their normal work dries up again.
As for hunger, the homeless boys get grabbed up and sent to work in the mines. They get all the food they want and are basically the play things of the amazons who run the places until they become adults. By then, they've become a mountain of muscles from all the hard labor and usually take on adventurer jobs.

This is not bad unless you cant endure manual labour for reason since there is fucking healing aids magic it would stupid no having one to heal cripples
