It's been well established by Toriyama himself that Gohan was always the strongest amongst everyone in DB series as a whole even his Father. Why are you upset about this?

I would assume it's because of how there were certain power types and levels that were established in dragon ball super and the new movie somehow ignores all of that and just turns gives him white hair out of nowhere without explanation or any character even questioning what the hell it was. It is also possible because of how it looks too similar to UI goku, because of that it creates more questions as to what this new transformation is. Just calling it "Final Gohan" and changing his color doesn't give much of an explanation, personally I was expecting Piccolo to ask shenron to unleash gohan's final limits of power but it turned out to be another rage induced power-up that was triggered by another character's death but this time it was obvious the character in question was in no danger so this felt cheap and lazy, almost fanfiction tier.
Toriyama have always intended Gohan to be the Strongest amongst all. He even wanted him to be the main lea but backed off for many reasons. He's now back and established this now. This is what makes other seethe knowing Gohan was always meant to be this.

The problem is the scaling.
I no problem with new transformations or forms. My problems is that they always want to make newest = strongest.
This form should be at least about SSJGSSJ Kaiokenx20 or UI-Omen/Sign tier. It shouldn't come close to Goku or Vegeta. But it should make it so with enough training, Gohan COULD close the gap.

Because most people believe it's unearned. Not only is it a soulless rehash of an iconic moment, but it also doesn't make a lick of sense narrative-wise. The Ultimate Form for all intense purposes a powered-up state that's supposed to allow one to bring their full potential and use it to the utmost degree. Starting from Resurrection of F it no longer was treated as a brand new base state but instead made as a separate transformation. Mostly done to keep people from combining it with Super Saiyan like in GT or the original version of Battle of Gods. Until it was retconned again in Super to where its possible to do but unlike in the original series where it was more of a detriment than a net positive, Gohan chose not to do it due to his viewpoint.
So not only did this transformation spit on those principles, it's not even tied to Super Saiyan despite again harking the transformation to his Super Saiyan 2 state. What's the point of getting invested with a character if he can just roid rage himself into a brand new transformation instead of earning it properly and becoming the strongest as a result. It's basically Broly. Frieza for all the bullshit he delivered at least trained for his Golden Form.
