Having a bunch of translated chapters in storage is not the goal, it's an insurance for when they need to respond to snipers.
It's the number of series that they monopolize that dictates their release speed.

Realistically, it's bullshit. 99% of 'snipes' are because of the scenario in OP, or butchered garbage unironically worse than MTL. For it to actually be worth complaining about it'd have to be someone racing to get a translation out as soon as possible after raws are dumped. Literally nobody cares about doing that.
