This makes sense a bit but his # is 19. Why would Gero experiment on fat people after making 17 & 18?

16 was based off his son and fully android, but was flawed. 17 and 18 were some orphans he modified and were unable to be controlled. 19 was also fully android but was completely loyal and followed orders. Probably based on his other son, considering Hedo is his grandson and is a fat fuck just like 19.
