The point of the image isn't that the overlay lines up completely, but that the proportions are the same (if you make the Earth and the Moon a few percentages larger, they would both fill up their corresponding spaces perfectly). The doom characters and the point of the panel is to show that God's spine has been visible there all along, but hasn't been discovered because the dark side of the Moon is normally not illuminated (pitch black) just like in real life. This is the first official confirmation past fan theories that God is literally in the Moon, after all.
