Context matters. Goku getting angry over his best friend being killed, supposedly permanently this time, and achieving the legendary Saiyan transformation that had been foreshadowed since the previous arc was perfect in multiple ways. Goku had rejected his Saiyan heritage, but embraced its power as a Super Saiyan to symbolically defeat the tyrant who was responsible for the Saiyans going almost totally extinct. Goku was also generally a calm and pure-hearted warrior not given to crazy bouts of rage, which is what he was feeling when he transformed. It was a good juxtaposition and thematically it was perfect.
Now there aren't any compelling reasons for it. Gohan transformed in Super Hero because he got mad at Piccolo getting beat up, which is something every single character has witnessed multiple times.
