"The Girl Who Played Go", originally published as La Joueuse de Go, is a 2001 French novel by Shan Sa set during the Japanese occupation of Manchuria. It tells the story of a 16-year-old Chinese girl who is exceptionally good at the game of Go, and her game with a young Japanese officer. It was translated into English in 2003 and has been translated into 32 languages in total.

To be fair, while inherited power is a point of connection, Horikoshi never made One for All a force of nature, in fact, it was All Might who built the hype around it even more so than Tenko Shimura and in a lot of ways the back half of the story is residue falling from his hubris.
To put this way, Avatar is a force of nature, One for All is just a quirk, a powerful one, but not even most unique one. Its hype is mostly due to Toshinori Yagi's character. And One For All is not something you are just born with, it is passed down to different people and far from random. At best the similarities are as flimsy as comparisons between Lion King and Kimba.
