There are infinite ways to get stronger in dragon ball by training. You can also have the dragon unlock your potential to give you a head start. The main issue with humans is that they are lazy and never really commit to getting stronger. Along with not finding different methodologies of getting stronger. And limits in dragon ball can be broken depending on the methods.

Because magic is virtually useless in dragon ball. You can be a reality warping magician but still be weak against other characters because they can resist that power by using their ki. The magic has to be on the level of characters, but using magic alone won't cut it. Which is why you have people like babidi stuck as a support.

It seems you're born into it, isn't something you can teach like ki. See buu, for example.

Magic can be taught in dragon ball, babidi along with other characters can use magic. It seems to require some form of specialization and its not generally known that much as much as ki. Although there are some characters born with it, but buu is a magical being.

Magic is useless in a sense that it can be easily countered by ki. You can resist/negate magic by using ki. It just a matter of how strong the magic you got and how strong you are in terms of power level. Magic is just generally a support thing in dragon ball that gives you a leg up in a battle. But even then, it can be countered.
