I don't think there was much passion behind original PSG. It was inventive sure, but it was more a novelty than a passion project (if it was, it'd have eschewed the chibi-style animation). I do agree with you that they're likely desperate; I think they're gambling on this being a source of guaranteed revenue off of old-time fans rather than hoping a new IP would be "successful." A very weak yen right now means they probably need to generate a war chest.

Animation on the whole is a lot more dependent on your budget and schedule. Most animators are actually capable of putting out great work if they're given the time to do it. Of course that doesn't include knockout animators like Gainax's Yoshinari so fuck.... I wonder how they'll fill that hole
