Because he's supposed to be a standard Japanese 16 year old or whatever his age was at the time. He was somewhat athletic but running and playing football won't make you buff and I don't think he'd get buff from swinging that huge sword around because that's his spirit doing it not his actual physical body.
It wouldn't make any sense for him to be buff. The whole point of his character was that he was a somewhat normal teenager stuck in a weird soul society.
