The jump from SSJ to SSJ2 isn't as noticeable for Goku because there's no opponent that's shown to beat SSJ but lose to SSJ2 in the early Majin Buu saga. His main opponents were Majin Vegeta, who is that forms equal, and Fat/Kid Buu, who were the Cell's but for SSJ3.

I mean, he managed to cram in Bejita as a main character, a decision motivated entirely by fan input that contradicted his previous plans for the character, yet still managed to have it work somewhat. He can think on his feet. He had to in his chaotic work environment, after all.
