I would simply name all the people I would use staff of judgement on
My biggest concern would be whether the genie would help clarify what's different or what isn't, or if you have to make up all wishes on your own then it fails if the wishes aren't up to snuff
Like Killua suggested, the genie could be the best choice if you use it alongside another card.
First come up with the 3 wishes you actually want granted, then random filler ones for the remaining 997, then use Golden Scales to find out if you're clear to use Risky Dice or not, if not then keep checking every now and then until it's safe and you should be guaranteed to get the 3 actual wishes you want granted.
