But if you are asking why they bothered to produce S2 at all, then it is because of some sequel to the LN that is supposed to come up pretty soon.
Basically the author run out of money, his other novels do not sell so he decided to resurrect Hataraku Maou Sama
The anime is just cheaply made advertisement for his new novel.
Same situation as with Yuusha Ga Shinda that received an anime after the couple of years since it ended because of the sequel manga

Also, people want to only focus on the shipping part of why the ending sucked, but for that ship to happen in the first place, he had to abandon a lot of stuff that had been developing throughout like how he just gets turned human at the last second, making all of his development in trying to become king completely pointless so that he could end up with the shitty girl. The final romance was written very badly, but people forget to bring up all the surrounding stuff that happened last second to enable that win.
