A lot of people don't realize that not every 80s/90s anime had the same level of quality as Dragon Ball, LoGH, Ashita no Joe etc.. But in general I think animation quality has gotten worse

I miss old dumb action OVAs, but then again they always came with a disappointingly small number of episodes too.
I wish Dominion Tank Police got a proper 26 episode show for instance, but it was never meant to be, and if Tank SWAT 01 is anything to go by they couldn't make it good these days anyway.
Modern production values do lack the "soul" of 30 years back but they're also a lot nicer on the eyes.

Because they don't do them with the same freedom as then. The people that worked on Astro Boy said it themselves. Maybe they couldn't show tits yet but they had more freedom in terms of storyboarding and animation, and were encouraged to try new things.
