There are a number of good reasons why he is iconic and beloved despite having a ton of flaws to what little character he has.

He was the first villain to feel like a genuinely unstoppable force of nature. It's like the Dragon Team were fighting the personification of pure evil rather than a single person. Even antagonists that seemed totally invincible were shown to be vulnerable; even Freeza and Vegeta, as unstoppable as they seemed at the time, took hits and sustained damage. Broly did not take a single ounce of damage right up until the end of the first movie, and he had some of the most impressive tanking feats seen up to the that point. You knew everyone was truly fucked when he just walked right through Goku's Kamehameha from a foot away and smiled at him.
Broly was fucking terrifying, and it was great.
