Because the lead translator walked with a completed script for reasons unknown. Given how useless the official team have been (Total Eclipse is only now finally getting released and Immortals is still as dead as ever) the chances of them actually finishing an ENG release of KimiNozo are slim at best.
A lot of it boils down to the focus on Mecha vs Alien conflict as the bread and butter of Age. A melodramatic soap opera like KimiNozo is not deemed to sell well enough or reflect what Age has become ever since Muv Luv swept everything else away.

they're pretty stupid to think that since KimiNozo's anime was successful and if they made a new one it'd get more attention than any Muv Luv anime they'd make. They could make easy money with a new KimiNozo anime and game, but they didn't go for it.
