user, I know Shigaraki took the bullets, but the bullets destroy the quirk factor, not rewinding people. and Ujiko's job was to make more of it, that is why Aizawa cut his leg off and why Shigaraki used it to get rid of Eraser
Ujiro probably experimented some with the bullets and made some that simply rewind rather than targeting the quirk factor specifically.
