They've found white people interesting since the first Europeans landed in the 16th century. And in turn Europeans have been fascinated by Japan for that long as well. No such connection exists with black people. The Japanese are well aware that Europeans and their descendants created the modern world, why shouldn't they be fascinated with them, and the fact that despite being non-Europeans they have created a first world country?

What are you talking about? Hafus are just Japans excuse to have a Japanese character that's technically not Japanese but for all intents and purposes actually is Japanese. This is why you basically never see actually White looking characters unless they're intended to be an old man or an ugly woman (such as Pakunoda from HxH).

Actual named white characters are really rare. You basically only ever see hyper masculine men or ugly background characters that actually look like one. Pic related is one of the few female characters that could actually be white.
