You get enough sandstar to turn one animal into a kemonomimi, it will be able to speak and understand human language, have human intelligence, human lifespan, can breed with humans (produce more kemonomimi and only one per pregnancy). Personality is based on the animal but as with animals, each individual have its own personality. What animal do you use it on?
To avoid people just trying to use it to get rich, other people still treat the kemonomimi as an animal, it still have the same rights as the animal, the law still applies the same way and nobody will find anything strange or notable that your pet learned to code or stuff like that.

I choose a chupacabra, so people will accept that I have a chupacabra.

Well that defeats the purpose of getting them pregnant among a few other complications with laws, because last I checked bestiality was illegal in quite a few places. Better off making them look like normal humans to anyone but you or make them yokai so they can transform whenever.
But that aside give me this cutie and I'd be happy.
