Strikers just needed to give the villains more screentime/personality to make you care about who they are. And Scaglietti needed a complete overhaul in both design and name. It's impossible to make me care about a generic-looking scientist named Spaghetti.

Both the heroes and villains in StrikerS suffered from cast bloat. There were just too many characters onscreen at any given time to the point where it was hard to keep track of them all and how they fit into the plot.

I think they're about equal, though StrikerS doesn't quite reach the highs of A's like Fate's meeting with Alicia it doesn't have anything as bad as the automatic defense system fight either.
My only gripes with StrikerS outside of the initial disgust at them being aged up is that Fate was barely a main character and her showings in fights was pathetic, the villains being too numerous and forgettable, and that a good amount of the combat cyborgs who were redeemed never should've been, like the 3 that were way too eager to kill Teana for no real reason.

A's benefits from being a single cour, so it's all killer, no filler. StrikerS has a lot of good moments that are buried in mediocrity.

I personally like StrikerS better than A's. It's more ambitious and takes more risks, it fails in some aspects but succeeds very well at what it does right. A's is definitely the more solid overall package and has phenomenal pacing, but it chickens out of a lot of things to keep the viewerbase happy and not rock any boats. Like how every Wolk battle is inconclusive or has interference midway.
