The problem with Super is that Toriyama consistently shows he's trying to write stories focused on small scale character based conflicts with an emphasis on two or three select characters but Toei/Shueisha/DB Room keeps trying to force him to pull large scale arcs with massive ambition necessitating careful plotting.
The result is arcs with premises that seem to imply a lot of world building but are instead focused on just Goku, Vegeta, the returning side character of the month, and the main antagonist, because Toriyama is not interested in writing the kind of stories they want to sell. You can see the kind of stories Toei and Co want to tell in Heroes with massive multiversal, temporal plots that involve a billion characters at once.
Whether Toriyama's lack of ambition is a problem or not depends on your taste but I think Super would be better served if they either cut Toriyama off and wrote the Heroes type of plots they want to tell with the full 24-minute format and ample planning, or let Toriyama have full control without marketing interference so he can focus on his small scale side story plots.
The problem is a lack of a cohesive vision.
The only time modern Dragon Ball felt like one person's work are with the movies (Toriyama's) and the Moro arc (Toyo's), for better or for worse.

Read the whole thing. I definitely agree. I don't think Toei has the authority to cut Toriyama off, though. They really just need to let Toriyama tell the stories he wants to until he's too senile to process what's happening anymore.
